Converts monthly gridded anthropogenic+biogenic emissions from the 12US1 12-km Lambert Conformal domain to mixing ratio source rates (1/s) for 69 species. Species-specific temporal scaling: CO (day-of-week×diurnal), FORM (diurnal), ISOP (isoprene diurnal), NO/NO2 (NOx day-of-week×NOx diurnal), others (none). The gt-p3ep(lookup) gap is resolved via datetime.hour+floor+interp.linear for diurnal/day-of-week and interp.bilinear for the 94x49 delp_dry_surface field.
